The Quality Assurance Division (QAD), led by Chief Dr. Gilbert L. Gayrama, CESE conducted a One-Day Orientation on RMEA Templates and Evaluation of RO and SDO Interfacing held today at the RNEAP-Caraga, Teacher Development Center, Butuan City.

Participants were the chiefs of the Regional Functional Divisions (FDs), Unit Heads, and select staff.

According to Dr. Gayrama, this activity aimed to capture all performance indicators and outputs vis a vis the objectives and budgetary requirements for each activity using prescribed templates, to strengthen employees’ appreciation of their office functions, and to help them refocus their objectives.

The activity also tackled these key agenda: the results of the on-line evaluation of the RO-SDO Interfacing conducted on January 21-24, the findings pertaining to the compliance or non-compliance on ISO certified processes, the updated office functions and responsibilities, and the Regional Technical Assistance Plan (RTAP).

Dr. Marigold Silao, Regional Private Schools Coordinator, presented the format of RMEA templates. The format however needed some revisions. Hence, a subsequent meeting with focal persons on Programs and Projects (PAPs) was scheduled to ensure that all PAPs are properly entered into the templates. In this regard, Mrs. Fe Alegado, Chief of Finance Division, presented the status of PAPs fund utilization for the year 2019.

Dr. Edmund Mendoza, Regional Senior High School Coordinator, discussed the Content Appreciation of the RMEA templates and the connection between the different tables in the templates.  This was followed by Dr. Jesus Nono’s presentation of the QATAME results of the regional launching of Sulong Edukalidad on January 9, 2020.

During the evaluation of the RO-SDO Interfacing outputs, Dr. Mendoza revealed that SDOs have appreciated the monitoring and evaluation processes at their level, but he added that there was a need to align some of their entries according to the contents required by the templates.

In order to align objectives, performance, and outputs, Ms. Marlyne Villareal, Performance Management System Focal Person of the Human Resource and Development Division (HRDD), presented the updated Compendium of DepEd Office Functions and Job Description. She explained that the compendium constituted the basis for the accomplishment of performance evaluation and monitoring tools and other related templates.

As chief custodian of official documents, Ms. Mary Christine O. Odtojan discussed the necessity of implementing corrective measures for offices whose templates deviated from agreed ISO standards. With this, Chief Manuel O. Caberte recommended that all offices clean up old files and use the DCC-registered templates properly.

Finally, Mrs. Carolina M. Niepes, Chief of Field Technical Assistance Division (FTAD) presented the Regional Technical Assistance Plan (RTAP) based on the identified issues and needs of the SDOs as Dr. Alejandro P. Macadatar stressed the need to reorganize the Regional Field Technical Assistant Team (RFTAT).
